About the manual
“Communication could be better” is undoubtedly the most widely cited evaluation point following a crisis or a crisis exercise. In this manual, we examine how communication, information flow and exchange of information can be made better during a crisis. With the focus on information management and technical applications we have already learned a lot in recent years. But we also find that there are a lot more applicable influences. The classic forms of information management do not stand in crisis situations. There is a need for a new doctrine in information management that is adapted to the rapidly evolving, unpredictable and almost intangible information flows that characterize a crisis. This manual aims to contribute to the evolution of information management to crisis intelligence.

“De communicatie kon beter” is ongetwijfeld het meest aangehaalde evaluatiepunt na een crisis of een crisisoefening. In deze manual gaan we na hoe communicatie, de informatiestromen en de uitwisseling van informatie tijdens een crisis dan wel beter kunnen. De aandacht voor informatiemanagement en technische toepassingen heeft ons de laatste jaren al veel geleerd en bijgebracht. Maar we merken ook dat er heel wat meer invloeden van toepassing zijn. De klassieke vormen van informatiemanagement houden niet stand in crisisomstandigheden. Er is nood aan een nieuwe doctrine in het informatiemanagement die is aangepast aan de snel evoluerende, onvoorspelbare en bijna ontastbare informatiestromen die kenmerkend zijn voor een crisis. Deze manual wil bijdragen aan deze evolutie van informatiemanagement naar crisis intelligence.
